actually came the closest, because he guessed that it's a regulator.
This is a pressure regulator for use in the International Standard Payload Rack in the Kibo Japanese Lab Module. It takes gas inputted from 145psia to 2973psia and regulates it down to 73-83psia.
The wiring you see around it isn't grounding---it's lockwire to make sure that the unit doesn't come apart. The cylinder on top holds a flexible metal bellows, which provides the motive force for stepping down the pressure.
Oh, and this is as dressed up as I ever get.
